PDT十年功成


PDT,“police digital trunking”的缩写,即数字集群,是我国公安部科信局2008年发起制定的一个专网技术标准,到2010年标准和产品基本成形,同时PDT联盟成立;2010年后,PDT开启了产业化之路,据笔者了解,到2018年,PDT已经完成建设1万多个基站,网络覆盖全国,形成了百亿规模的产值。


回头来看,在继续选用Tetra和自主研发PDT之间,公安行业无疑做出了一个正确的选择。PDT大区制覆盖的技术模式,建设成本低,且拥有自主知识产权,更具安全性;随着国内产业链的成熟,PDT系统在*近三年迎来建设高潮,并投入实战应用,成为公安机关维护社会稳定、打击犯罪、治安管控等活动的重要技术保障。


PDT大致相当于公网的2G,从一开始建设就可以说是一种“落后”的窄带技术,但其存在仍有非常重要的意义。一方面,专网通信技术远远落后于公网,中国自2009年开始推行模拟转数字,到2017年底花了8年时间才算基本完成,一张低成本、广覆盖的数字网络,是公安行业乃至其他专网行业所必须。


另一方面,技术演进绝非空中楼阁。中国专网企业在PDT之前,技术实力要远远落后于巨头,通过PDT,以海能达为代表,一大批中国企业强化了自主研发能力,且有能力吸纳技术并反向输出技术,与巨头在全球舞台上同台竞争。从这些角度看,PDT可谓十年功成。


在近期举办的PDT十周年庆典活动上,PDT联盟理事长蒋庆生指出,十年来,各级领导和全体联盟成员克服种种艰辛,在没有国家资金支持的情况下,成功地打造出一整套具有自主知识产权的专业数字集群标准体系,创造了八年时间走完发达国家十五年之路的历史奇迹。


值得注意的是,PDT的内涵也发生了变化,不再是“police digital trunking”,而是“professional digital trunking”,即专业数字集群。截至目前,PDT十项公安行业标准全部发布,七项国家标准已发布两项,其他五项已通过报批等待发布。可以相信,PDT接下来还将在更多行业拓展应用,成为真正意义上的专网行业标准。


应急管理部成立

2018年4月,应急管理部挂牌成立。应急管理部整合了9个单位相关职责及国家防汛抗旱总指挥部、国家减灾委员会、国务院抗震救灾指挥部、国家森林防火指挥部总计13块职责,可谓“牵涉面广、改革力度大”。

海能达战击退摩托罗拉系统


通信业的从来不是目的,而是手段。海能达与摩托罗拉系统的诉讼也是如此,这是专网通信行业新老巨头之争。


2017年3月,摩托罗拉向ITC(美国贸易委员会)提出申请调查海能达侵权;2017年12月,海能达反诉摩托罗拉系统在美国市场垄断,并恶意诉讼;2018年7月,ITC初裁海能达产品面临禁售风险;2018年11月,ITC在其*终裁决中认定海能达新一代i系列DMR产品不侵权。至此,海能达基本解除高悬头顶的“达摩克利斯之剑”。


国家电网加快电力无线专网建设


公安行业撑起专网通信应用的大梁,电力行业也不甘落后。2017年,国家电网公司要求各部门和单位积极推进电力无线专网建设;2018年,国家电网公司规划在11个省(自治区、直辖市)的电力公司29个城市C类级以上供电区域计划覆盖1.12万平方公里建设基站800余座,接入业务终端15.9万个。


2019-2020年,国家电网有限公司规划建设基站2500余座,接入终端数十万个,至“十三五”末,初步建成有效覆盖全网范围C类及以上供电区域的无线电力专网。同时,工信部也在2018年调整230MHz频段频率使用规划,保障了电网企业建设新一代专用宽带无线系统所必需的频率资源。

宽窄融合和专网宽带化


宽带是专网通信未来发展的必然趋势,PDT未来演进的方向也必定是宽窄带融合。其他行业应用的Tetra、DMR等专网通信技术,未来几年也将向宽带化方向融合。实际上,在PDT开始规模建设之时,PDT+LTE已经进入了行业视野。


近年来,宽窄带融合逐渐成为行业共识。同时,主打宽带集群的B-TrunC标准,也在2018年取得重要突破,2018年6月,B-TrunC第二阶段技术标准发布,意味着我国基于LTE的宽带集群产业即将进入大规模组网和互联互通的新阶段。


无论是PDT,还是B-TrunC,我国专网通信行业从来不缺乏自主创新的勇气,也取得了可观的成果。展望未来,专网通信也面临形势变幻的风险,专网通信相关的设备、芯片还存在众多短板,产业链需要进一步加强自主创新,摆脱关键技术受制于人的局面。

 Ten Years of PDT Success

On the one hand, private network communication technology lags far behind the public network. China began to implement analog-to-digital technology in 2009, and it took eight years to basically complete it by the end of 2017. A low-cost, wide-coverage digital network is necessary for the public security industry and even other private network industries.


On the other hand, technological evolution is by no means a castle in the air. Prior to PDT, Chinese private network enterprises lagged far behind international giants in technological strength. Through PDT, represented by Hainengda, a large number of Chinese enterprises strengthened their independent R&D capabilities, and were able to absorb international technology and reverse export technology, competing with international giants on the global stage. From these perspectives, PDT is a decade of success.


At the recent PDT 10th anniversary celebration, Jiang Qingsheng, president of PDT Alliance, pointed out that in the past ten years, leaders at all levels and members of the alliance have overcome all kinds of hardships. Without the support of national funds, they have successfully created a set of standards system of police professional digital trunking with independent intellectual property rights, and created a history of eight years and fifteen years for developed countries. Miracle.


It is worth noting that the connotation of PDT has also changed. It is no longer "police digital trunking", but "professional digital trunking", that is, professional digital trunking. Up to now, all 10 public security industry standards of PDT have been issued, seven national standards have been issued in two, and the other five have been submitted for approval pending release. State Grid Accelerates the Construction of Power Wireless Private Network
